CURRENT ISSUES OF PREVENTION OF THE "NICOTINE EPIDEMIC" IN UKRAINE

Topicality. According to data from the Global Adult Survey (GATS), as of 2017, there were 8.2 million active tobacco users in Ukraine. The tobacco epidemic causes the death of about 85,000 people from associated diseases annually. Prevalence of use among men was 39.7%, among women – 8.9%. Ukraine's economic losses from tobacco use are estimated at US$12.5 billion annually.
The purpose of the work: to conduct an analysis and assessment of tobacco prevention measures among the population, to determine priority areas of activity.
Materials and methods. The study is based on a comprehensive approach using epidemiological, descriptive, statistical and graphic methods of analyzing the prevalence of tobacco and the latest nicotine-containing products in Ukraine for 2017–2025.
Research results. The analysis of the dynamics of smoking prevalence among the adult population of Ukraine in 2019–2025 demonstrates the general stability of indicators with a temporary increase during the beginning of a full-scale war. Specifically, in 2019, the proportion of smokers was 22.8%, in 2022 there was an increase in the smoking rate to 28%, which may be due to the impact of war stress, the deterioration of the psycho-emotional state of citizens and the change of behaviour strategies in response to stressors. In the following years, the indicator decreased and stabilized at the level of 24% in 2023–2025, which indicates a return to pre-war indicators, although there is no further downward trend yet.
Conclusions. The tobacco epidemic in Ukraine is taking on new, more complex dimensions. If traditional smoking has slightly decreased after the war peak (28% in 2022), the combined prevalence of nicotine consumption including TWEN and e-cigarettes remains at a critically high level of 17–24% and does not show a steady downward trend. Systemic prevention of nicotine addiction requires an integrated combination of legislative, educational, medical and communication measures.
