PUBLIC HEALTH IN THE FOCUS OF DISASTERS: THEORETICAL ANALYSIS AND PRACTICAL IMPLICATIONS

Topicality. There has been an increase in the frequency and scale of natural, man-made, and social disasters, which significantly affect the health of the population and the functioning of the healthcare system. Theoretical understanding of the principles of public health in disaster situations and the identification of practical implications are necessary to improve preparedness, resilience, and effectiveness in responding to emergencies.
The goal of the work is to systematize theoretical aspects of public health in disaster conditions, analyzing concepts, classification, risk factors, and psychosocial consequences based on literature sources.
Materials and methods. Theoretical analysis of scientific literature and regulatory documents using systemic, comparative methods, and content analysis was conducted.
Research results. Public health in disasters is defined as a comprehensive system of prevention and response, with principles of universality and equity. Disaster classification (natural, technogenic, anthropogenic) shows varied impacts on health: from infections to mental disorders. Risk factors include direct threats and indirect ones, like resource deficits; psychosocial aspects (stress, post-traumatic stress disorder) affect social stability. Discussed global indicators (human development index, mortality) and comparison of healthcare systems, focusing on the Ukrainian context of war crises.
Conclusions. Theoretical analysis emphasizes the need to adapt strategies for enhancing healthcare system resilience, considering psychosocial factors. Particular attention should be paid to developing risk monitoring systems, training personnel, and implementing evidence-based practices tailored to the needs of vulnerable populations. Implementing these measures will help improve community preparedness for crises and reduce long-term health impacts on the population.
