CHARACTERISTIC VIEW OF THE NUMBER OF MENTHE POPULATION DURING THE YEARS OF INDEPENDENCE IN THE CONTEXT OF ARTICLES 17 AND 65 OF THE CONSTITUTION OF UKRAINE

Abstract

Actuality. The main purpose of a man on Earth, from time immemorial to the present day, was and remains serving in the army, his heroism and courage in connection with military events, which became relevant in Ukraine at the time of the Russian-Ukrainian war, for what, the tracking of the existing number of the male population during the time of Independence makes this research timely and topical in its content. The purpose of the work is scientific substantiation of the characterological view of the male population during the years of Independence (1991–2021) in the context of Articles 17 and 65 of the Constitution of Ukraine. Materials and methods. An epidemiological, single-moment, continuous, prospective scientific study was performed according to the database of the State Committee of Statistics of Ukraine (1991-2021), using the Microsoft Office Excel (2021) computer package, using several scientific medical and biostatistical methods taking into account the principles of systematicity. Research results. The results of the obtained data scientifically argue for a decrease in the analyzed years both in the total available number of the male population in Ukraine, and among those men who lived in rural areas and urban settlements, as well as in the age: 17 years old; 18–27 years old; 18–60 years old, which convincingly confirms the fatal impact in the country on the state of the global human resource/men for the Armed Forces of Ukraine. Conclusions. Effective regulation of demographic processes in Ukraine for its sustainable development, in 30 years of independence, despite the adoption of several fateful and quite meaningful executive-administrative documents, was not carried out at a sufficient level, the consequences of which are evidenced by the data of the UN report (2021): «... the population of Ukraine is decreasing at one of the fastest rates in the world». Solving the existing problem – the demographic crisis – is a long-term process, but it is quite possible when implemented in Ukrainian society at the state level, Art. 3 of the Constitution of Ukraine (1996) «... a person, his life and health, ... are recognized as... the highest social value» and the existing «Strategy of Human Development» (2021), with direct state control over their implementation.
